I believe this has been discussed before, but now it has it's own thread.
The basic idea, is that all spells should scale in some way. This would make -anns more balanced, and give more incentive to use certain things in late-game. I know this would take alot of coding, so I suggest that it be done slowly over time. I know we have already started with this trend, and it would be nice to continue it. Preferably, one spell would become scaling per major version. (like 8.1, 8.2, etc...)
There is also one more issue. Scaling abilities are nearly worthless until upwards of level 40. The solution to this, is to make things semi-scaling. So basically, 1/4th of an abilities damage would be static damage, and 3/4ths would come from Power. This would only need to be in place on the tier 1 abilities, and whichever tier 2 abilities made sense. The reasons for that is to help lowbies actually do damage sooner.
Example:
Ice Bolt
Static Damage: 25/45/65/85/105
Power based damage: 1.5*power/2*power/2.5*power/3*power/3.5*power
The total damage would be almost unchanged for a level 62, but a beginner would immediately be able to use this to deal damage. There is another viable possibility that I can think of:

Static Damage: 40/80/120/160/200
Power Damage: 1/2/3/4/5*Power
Of course in the second version it wouldn't do BOTH damages. It would be either or. I would suggest it does the static damage until level 25, and then does *Power after that. Hopefully that would again help lowbies actually have power early game.
