The thing is, an intelligent mage (yeah, I apologize for the insult) NEVER gets hit by a MG. They move more slowly than normal mages by default, and are huge and easy to hit with spells. The fissure DOES NOT work on units, therefore the only time they are useful is when they hit heroes. If you change the fissure to happen on units as well, then the % chance reduction is perfectly fine. This reduces their perma stun, but also makes them useful when the enemies aren't nearby.

Like I said, they have a light behind them. Blind slows. It's hard to escape. GG.

but that is a combo of mages, an ice and a fire can perma stun the MG, slow, and keep the mana of the light down so the light cant do anything

Light
Light catches MG and enemy light in a pacifism and blinds the MG then throws Smite and Holy Bolt at the enemy light mage.
Meanwhile the fire casts fire orb, with a fire bolt following then casts a fire ball and runs in to use nova.
Enemy light mage is dead. Earth mage is either dead or close enough to finish off with the fire bolt that finished cooling down.

Ice can do a similar combo using frost bolt icy orb freezing orb etc
